The LEAP Payments Received account relates to income derived from the recovery of direct matter-related expenses that have been paid from the firm's office account. The time when this journal is posted depends on your accounting basis.
I'm not too sure what the other accounts refer to. This Community Article lists all the Xero account codes and their associated names and may be of use to find out what those two accounts refer to. Your bookkeeper may also have more information regarding this.
